Complainant resides within the area of North East.  None of the OP resides within the jurisdiction of this Commission.  It is clear that this Commission does not have any territorial jurisdiction to entertain the present claim.  Accordingly, it is ordered that the complaint be returned to the complainant, by keeping one set of the complaint, and the copy of this Order and original complaint with documents be returned to the complainant.
