Heard Counsel for the Complainant for some time who seeks liberty to withdraw this complaint in view of the fact that the issue relating to the fact whether the disconnection was illegal is pending before the Gujarat High Court.  In view of this, the complaint is allowed to be withdrawn with no order as to costs.
