           On verification of the facts of this case, it is revealed that the complainant has not paid any amount or agreed to pay any amount for the alleged service availed, to OP.  As per  Sec.7(1) of Consumer Protection Act 2019, the complainant does not become a consumer.  Hence this complaint is not maintainable and the same is dismissed.
