No one is present on behalf of the petitioner.  However, the respondent is present in person.

In view of ratio of the Apex Court’s decision dated 1^st September 2009 in the case of “General Manager, Telecom versus M. Krishnan and Another [(2009) 8 Supreme Court Cases 481)]  this matter cannot constitute a “consumer dispute”.  The revision petition is, therefore, allowed and the complaint is dismissed as not being maintainable under the provisions of the Consumer Protection Act, 1986.

However, the respondent/complainant is given the liberty to avail of his remedy in accordance with section 7 - B of the Indian Telegraph Act, 1885.
