Hazira is filed on behalf of the Complainant through Advocate.
No step is taken by the O.P.
The case is fixed for filing W.V. but no W.V. has been filed in spite of expiry of the Statutory period. Hence the case is taken up for Ex-parte hearing.
The Complainant’s case is that he applied for Submersible Pump (SMP) electric connection with the O.P. on 26-02-2018 and deposited requisite fees and charges including Quotation money of Rs.7,699/- and the connection was effected after installation of meter but all on a sudden said electric connection was disconnected on 21-06-2018 without any intimation to the Complainant though the outstanding bill for Rs.5,836/- was paid on 10-08-2019. Thereafter the Complainant on different dates approached the O.P. for reconnection to his SMP service but to no effect.
Having considered the entire facts of the case, submission and documents on record the Commission comes to the conclusion that the SMP electric connection of the Complainant stands disconnected till now and it should be immediately restored on payment of all outstanding penalty and dues if any otherwise the Complainant may suffer pecuniary loss for non-cultivation of his agricultural land.

Electricity is an essential service and the O.P. should keep in mind that no interference will be allowed in this regard save and except in accordance with law. The Complainant has not been able to establish the ground of disconnection. Be that as it may the Complainant is entitled to get restoration of electric connection to the existing SMP service subject to payment of outstanding penalty or dues if any.
Hence it is ordered……
That the case is disposed of by directing the O.P. to restore electric connection to the existing SMP service within one month from this date subject to payment of any outstanding penalty and dues if any and observance of all legal formalities in default the O.P. has to suffer compensation of Rs.10,000/- in accordance with law payable to the Complainant.
Both parties be supplied copy of this Order free of cost.
