There is delay of about one month in filing of these appeals.

The delay is condoned.

Complaints of the appellant were dismissed in default by the State Commission on the first date of hearing itself.  Even no notice had been issued to the respondent.

For the reasons mentioned in these appeals, we allow these appeals. Impugned orders of the State Commission is set aside. 

We direct the State Commission to decide the complaints filed by the appellant, on merits and in accordance with law.

Both the appeals stand disposed of accordingly.
