          Impugned order has been passed by a single non-judicial Member of the State Commission, Delhi. Notice was issued to the respondent as well as to the Registrar of the State Commission to report as to whether any permission had been obtained from the President of the State Commission authorizing a single Member to hear and dispose of the appeals finally. Registrar of the State Commission has reported that no such order authorizing a single Member to hear the appeals had been issued. The order passed by the single Member is without jurisdiction.
          In view of this, impugned order is set aside and the case is remitted back to the State Commission to decide the matter afresh in accordance with law after affording due opportunity to both the parties.
