ORDER

Counsel for both the parties are present.                 Delay of 15 days in filing the appeal is condoned.            State Commission has dismissed the complaint in default of appearance on 05.03.2013. This was the first occasion where neither Appellant/Complainant nor his counsel has appeared. We, therefore, set aside the impugned order of the State Commission and remit the case to the State Commission, to decide it afresh, in accordance with law.    Parties are directed to appear before the State Commission on 30.10.2013.
