          Complainant has not filed petition for substitute service of notice on opposite party by way of publication.  In last 17 months complaint underwent adjournments for 18 times either for filing proof of personal service of notice by complainant or to file petition for substitute service by way of publication or to file correct address of opposite party.  But complainant has not taken any of these steps.  Hence, complaint is dismissed for default.
