We have heard learned counsel for the petitioner.


          The observations made in the impugned order regarding the payment of the installments may not be treated as final findings and are kept open for decision on merits. The State Commission is requested to decide the appeal on merits keeping all the questions of facts and law open and without being prejudiced by the observations in the interim order dated 12.07.2011.
