Authorised Representative of the Petitioner and Proxy Counsel for the Respondent present. The two fora below have found that the complaint was time barred. In addition, the State Commission also held that the Petitioner is not a consumer. The findings of the two fora below that the complaint is time barred are well founded and do not call for any interference in the exercise of revisional jurisdiction under Section 21(b) of the Consumer Protection Act, 1986 as I do not find any jurisdictional error, illegality or material irregularity in the orders of two fora below. In addition, I also agree with the findings of the State Commission that the Petitioner is not a consumer. In view of the above, the revision petition is hereby dismissed with no order as to costs.
