Appeal has been filed with 197 days delay after expiry of limitation. In affidavit filed in support of delay condonation application it has been stated by appellant that certified copy of impugned order dated 31-08-2016 was handed over to the Counsel for filing appeal but he has not filed appeal. Thereafter appellant has filed appeal through an another Counsel. In affidavit name of previous Counsel has not been disclosed. The ground alleged for delay in filing appeal appears insufficient to condone delay of appeal.

In view of above delay condonation application is rejected and appeal is dismissed as time barred.
