Admittedly, the old meter installed at the residence of the petitioner/complainant was defective and was running slow.  The petitioner did not pay any charges till electric connection was given except a meager amount of part payment along with reconnection charges.  In the case of defective meter, as per rules of the Board, the consumer is required to pay average consumption of six months.  After installation of the new electric meter, the respondent Board prepared the average bill on the basis of more than six months considering all aspects/prospective of the case.  The respondent Board had raised a bill of Rs.17,735/- for the period comprising 124 months.  State Commission has rightly held that the bill amount of Rs.17,735/- for a period comprising of 124 months is neither excessive or unreasonable.  Dismissed.
