Heard counsel for the petitioner.  Admittedly, the licence for electric connection was first granted as a commercial consumer.  The case of the present petitioner is that the electric connection was required to be converted in the industrial category for which there is different tariff.  Both the fora below have come to the conclusion that tariff cannot be changed in view of Rule 10.  In addition, the State Commission has held that the complainant is a commercial establishment and runs restaurant.  Be that as it may, the electric connection is for commercial purpose and we are of the opinion that the complainant is not a consumer and does not fall within the category of Section 2 (1) (d) of the Consumer Protection Act, 1986.   In view of this, we are not inclined to entertain this revision and the same is, accordingly, dismissed with no order as to costs.
