We have heard the learned counsel for the parties and gone through the record. District Forum allowed the complaints filed by the petitioners/ complainants. Respondent No.1/O.P.No.1 being aggrieved by the order of District Forum, filed appeals before the State Commission. The State Commission without issuing any notice of the appeals to the petitioners, vide impugned order dated 10.8.2011, set aside the order passed by the District Forum and accepted the appeals. On the face of it, the impugned order passed by the State Commission is without jurisdiction and is in violation of principles of the natural justice. Accordingly, impugned order passed by the State Commission is set aside and present revision petitions stand allowed. We remand these matters back to the State Commission for disposal of the appeals, afresh after giving notice to all the parties. The State Commission shall make an endevour to dispose of the appeals, preferably within six months from the date of receipt of this order. Parties are directed to appear before the State Commission on 19.3.2013. Dasti to both parties.
