                        A certificate under Section 25(3) of the Consumer Protection Act has already been issued to the Collector, Chandigarh for recovery of the amount from the OP. The amount is to be recovered by the Collector and is to be sent to this Forum. The complainant has not come present. The application is accordingly dismissed as unsatisfied. The complainant would be free to file afresh application as and when he desires.

                        Copies of this order free of cost be supplied to the parties. The file be consigned.
