          2. The complainant is a  security staff of BSNL, Thrissur.  The complaint is filed to get  over time duty charge from the respondents.  But it is seen that the complainant  is not a consumer as stated in Consumer Protection Act, 1986.  There is no  purchase of goods for consideration or no hiring of services.  The Consumer Forum is not the proper Forum to entertain these type of cases.  Hence rejected.
