The case of the complainant is that he is a consumer of the opposite parties. He is regular in his payment of water charges. While he got an additional bill of Rs.10,563/-. He says it is arbitrarily and there is deficiency in services and hence the complaint.
2. The case of the opposite parties is that the additional bill is issued as per the norms and complaint is not sustainable.
3. On the side of the complainant he was examined as PW1 and Exts. A1 to A6 marked. On the side of opposite parties Exts.B1 to B5 marked.
4. We have gone through the pleadings and evidences, there is no scope for issuance of an additional bill as issued in the present case, since the complainant is paying water charges regularly. Here is manifest deficiency in service on the part of the opposite parties.
In the result, complaint is allowed. Hence the opposite parties are not entitled to realize Rs.10,563/- as shown in the disputed bill, since the bill is quashed. It is also made clear that if the water connection to the complainant is disconnected on the basis of the said disputed bill it is also to be restored forthwith. No order as to costs.
