Learned counsel for the petitioner submits that a civil suit is pending between the petitioner and the owner / land lord of the land / property in question where the petitioner wants the electric connection to be installed without the landlord issuing any NOC for the installation of an electric connection. He is, however, unable to file particulars or the copies of the pleadings of the said suit. In our view, the very fact that a civil suit is pending between the petitioner and the landlord of the property and in which the issue of ownership / possession is sub-judice we are of the view that the respondent was fully justified in not granting any electric connection to the petitioner in absence of any NOC. In case the petitioner succeeds in the civil suit filed by him, he will be at liberty to apply for the grant of electric connection and it will be appropriately and suitably considered by the respondent in accordance with prevalent Rules. The revision petition stands disposed off in these terms.
