1. The case of the Complainant is that the Complainant on 10.02.2024 booked a ticket from Angul to Sambalpur for the day 11.02.2024 vide PNR No. 6631778219 in Train No. 18304 in AC chair Car. The train reached Sambalpur about 11.30 PM on 11.02.2024 instead 10:52 PM. In live train running status 10:52PM has been shown. The schedule time of arrival is 10:30 PM. For the delay the Complainant harassed.

The O.Ps in reply submitted that on 11.02.2024 train No. 18304 started from Puri in right time but delayed by 29 minutes boarding Angul station due to loco stalling, signal failures, over head equipment and temporary speed restriction etc. The scheduled arrival at Angul is 19:18 hours and departure at 19:20 hours. The train reached Angul at 20:00 hours and departed in Jujomura (JUJA) in plotform No.2 due to one goods train No. MTSS stabled in platform No.2 for which train late for 02 minutes.

The train detained for 07 minutes in between Hatibari-Maneswar due to elephant movement. The train arrived at Sambalpur city (SBPY) at 22:30 whereas the scheduled time for passing through is 22:10 hrs due to one goods train No. N/VSPS was ahead of 18304 Exp. detained for 08 minutes at Sambalpur city station and departed at 22:38PM. While the said train coming from SBPY to SBP was detained for 1.05 hrs due to technical fault caused in point setting at point No. 101 A & B has not being set and flashing for unfair running at about 22:55 hrs and train was standing outside of home signal. The fault at point to 101 A & B was rectified at about 23:48 hrs and train arrived SBP station at 23.52 hrs. The train arrived Sambalpur at 11.52 PM instead 10.30 P.M. The principal mission is safety, security and punctuality of the Railways. 60 days notice has not been given. This Commission has no jurisdiction. The complaint is liable to be dismissed.

3. Perused the documents filed by both the parties. The detail status of Tr. No. 18304 has been submitted along with request letter of Wild life cell O/O DRM, Sambalpur to reduce the speed to 30 Km/hr and running status of train.
4. It is admitted by both the parties that on 11.02.2024 train No. 18304 arrived Sambalpur station at 11:52PM instead 10:30 PM. The O.Ps narrated detail the cause of delay. The train detained at SBPY for 8 minutes due to goods train No. N/VS PS and 1.22 hrs detained due to point failure. Safety and security of the passengers are the prime duty of railways. The delay in arrival to Sambalpur station is genuine and accordingly, there is no deficiency in service of the O.Ps.

Accordingly, the complaint has no merit and dismissed.
