RAC PNR No2617367027 Refund not received after six month My ticket was RAC after chart preparation.

which was not confirmed that why I applied TDR Return on 29thDec08 ,but here
Six month has been over but no refund given to me
and tdr are reply two time as
"Sorry for the inconvenience. Kindly note that your refund case of PNR No. 2617367027 has been forwarded to CCM/North Western Railway, Jaipur on dt. 19.01.09. We have already issued Reminder No. 1 dt. 21.04.09 to concerned railway to chase up the case. But despite reminder refund yet not received from the concerned railway. Now we are sending a Reminder No. 2 dt. 27.05.09 with all the papers pertaining to your refund case to concerned railway to chase up the cases. As soon as refund, if any, received it will be credited to your card account"
So what action I can apply, can I put up this case in Civil court or consumer court.
and what is the Judicial Area ,can I put this case from other city then Delhi or Gorakhpur.

I have also not received refund from the CCM/North Western Railway, Jaipur from the past 8 months. Whenever I write to IRCTC they reply me as they have been replying you.
Please pass on any suggestion to me, if you receive through this site.
