Default No refund of my returned ticket from Indian railways

Please note that I had booked one ticket in Talkal through credit card which was in waiting. I returned this as the same was not confirmed till the time of train departure. I sent the TDR and original ticket to their office. Now it is almost 11 months but till date I have not received the refund. I have sent 11 reminders to them, make several calls and also visited their Delhi office but till date have not received the refund.

Can you please take up this with the concerned. I am forwarding below my follow
up details with them for your reference.

    Shankar

To : Mr. Indoria - Delhi

On 12th Feb 2007 I received the copy of the 3rd reminder sent by IRCTC Delhi to the Chief Commercial Manager CSTM Mumbai ref no. 2003/IRCTC/ERTD/Refunds dated 07.02.2007 with copies of following mail and other attachments.
Inspite of your continuous assurance that my claim will settled at the earliest and I will get the refund, so far nothing has happened. Today I have registered my online complaint with 'DEPARTMENT OF ADMINISTRATIVE REFORMS & PUBLIC GRIEVANCES' website and my complaint registration number is DARPG/E/2007/01894.
Please look into this as it is going to one year since this refund is due. Please credit back Rs. 3570/- plus interest on this amount from the due date till today. Please do the needful at the earliest and confirm.

    REMINDER No. 10

This is in continuation to my following string of mails sent to you and telephonic follow up. I giving below the details of further follow-up with your offices.

    1) On 16th Jan 2007 at 12 noon - Called Mr. Basu on 22618064, then I learnt that number of Basu has changed. Hence I called the new number 022-22625191 but he was not available on the new number. One lady picked up the phone and informed that Mr. Basu is not on his chair and she will ask him to call back to me. She refused to give me her name inspite of repeated request and hung up.

    2) On 16th Jan 2007 at 12.15 noon - I called to Delhi number and learnt that Mr. Indoria is not in office. Then I talk to Mr. Rakesh and given all details once again. He said he is following up with Mumbai office and he can not do anything more than that. He said he will send one more reminder to Mumbai office. I requested him to send one copy of the reminder to me for my records which he agreed.

    3) On 16th Jan 2007 at 3.00 pm - Received a call from Mr. Basu. He asked for all details once again which I provided promptly.

    4) On 20th Jan 2007 - Received copy of the reminder no 2 dated 16th Jan 2007 sent by IRCTC - New Delhi to CCM - Mumbai through courier.

    5) On 22nd Jan 2007 at 3:15 pm - Talked to Mr. Basu once again. He asked for the details which I provided promptly. He assured me that he will personally follow up with the Chief Commission Manager (Refunds) and see that I will get the refund at the earliest possible.

However nothing happens and 10 days passed.

    6) On 31st Jan 2007 at 12:45 noon I again called Mr. Basu. As usual he asked for all the details once again. He asked for my contact number and said he will follow up check the status and will call me back.

    7) On 31st Jan 2007 at 3:30 pm - Not received any call from Mr. Basu, so I called again. He said, he checked the status and confirmed that he also sent 2 reminders but there is no response from CCM (Refunds) office. He advised me write to CCM directly. He is of the opinion that my case has taken a longer time and it should have been refunded long back.

    8) On 31st Jan 2007 at 3.55 pm - I am sending you this mail.

If you this string of mails, you will note that I have been following up with your offices for this refund regularly since last 6 months but so far I have not received any refund. This is my 10th reminder to you. Please arrange to refund this amount as soon as possible.

    Regards,

    Shankar Murkumbi

There is no response to the following mail sent a week back. Hence I thought of calling up and find the status today, however there is no response on your phone no. 23345900 and after a minute this number gets the fax tone. When I tried to reach you on other numbers 23345700 / 600, the person concerned told me that you are available only on former number. I tried talking to Mr. Basu at Mumbai on number 22618064 given by you there is no response.
There is no response on telephones and you are not responding to the mails. Is that the way you work ? I have been running from post to pillar now since last 9 months for the refund of my ticket but there is no response at all.
Please look into this matter and resolve this at the earliest. Otherwise I have no option left but to approach CONSUMER FORUM to get my money back.
    Shankar Murkumbi

I wanted to talk to you personally after sending this mail. Hence I called your office at 2:30 PM today but since you were not available I talked to One Mr. Rakesh and appraised him of complete case history. He assured me that he will talk to Mr. Basu at Mumbai on Monday 8th Jan 2007.
Please look into this matter and expedite the refund.

    Shankar Murkumbi

    Mr. V. P. Indoria,

This has reference to my personal visit to your office on 25th Oct 2006 and discussion regarding refund of my ticket.

During the visit after my persuasion, you sent a reminder to Chief Commercial Manager - CSTM Mumbai on that day itself and also given a copy of the same to me for my records. Thereafter I have been following up with Mr. Basu at Mumbai office regularly on telephone.

On 10th Nov 2006, Mr. Basu advised me to fax the copy of the above mentioned reminder to him so that he can take it up on TOPMOST PRIORITY. I did send him the copy on fax and again started following up with him.
On 22nd Nov 2006 I again took up very strongly with Mr. Basu to refund this amount at the earliest as 7 months were passed since the refund was not given. He promised me that he will look into it and within a week settle the claim and arrange for the refund.

In spite of his promise, nothing happened and I have been following up with him on phone regularly since then. Now with this mail I request to arrange for this refund on EMERGENCY BASIS as it is more than 8 months now.

Please refund the money at once and confirm. Otherwise I have no other choice but to approach consumer forum to get my hard earned money back.
Please note that all expenses incurred towards this is to be borne by you.

I doubt whether you can book tatkal ticket in waiting. If you want tatkal ticket you can book it only if it is RAC or Available status. According to my knowledge, you wan't get any refund for Tatkal Ticket cancellation. Please correct me, incase if i am wrong.
