indian railways refund not received almost a year now

sir/madam

we were traveling by train no. 0331 from sealdah to delhi and the arrival time of the train was 11:50 am but the train got late by 7 hours so we missed this train( Amritsar Shatabadi TIME 4:15 PM) .our date of travel was 4th june 2009

THE TRAIN GOT LATE BY MORE THAN SEVEN HOURS AND THE NEXT MORNING WE HAD TO BOARD A FLIGHT TO KOLKATTA FROM INDRA GANDHI INTERNATIONAL AIRPORT(INDIAN AIRLINES FLIGHT), THE ONLY OPTION LEFT WAS TO CATCH A TRAIN WHICH EVER ARRIVES FIRST TO THE LUDHIANASTATION SO I PURCHASED GENERAL TICKECT FROM LUDHIANA TO NEW DELHI, BUT THE TRAIN WHICH WE HAD TO BOARD WAS JAMMU RAJDHANI AND THE GENERAL TICKECTS WERE NOT ACCEPTED AND WE HAD NOT OTHER OPTION LEFT TO BUY ANOTHER FIRST CLASS GENERALTICKET AND EVEN PAY THE T.T. FOR GETTING THE BERTH AND NEITHER OF THE TICKETS GOT CANCELLED THE ABOVE MENTIONED TICKET AND THE GENERAL TICKET. AND STILL I AM WAITING FOR THE REFUND......................

THE TRAIN GOT CANCELLED AND STILL WE HAVE NOT RECEIVED THE REFUND,

THESE ARE THE REFUNDS WHICH I AM STILL WAITING FOR AND ITS ALMOST A YEAR NOW,

Whenever I contact IRCTC regarding it, they say they have sent Indian Railways multiple reminders, and they will send fresh one also. I am planning to sue Indian Railways regarding it. Please guide me.

PLEASE LET ME KNOW HOW I CAN PROCEED FURTHER

Dear Sir,

I had filed a TDR for PNR 6141488322 on 08-05-2010 on account of the train being more than 12 hrs delayed. The website shows approval by Admin but doesnot show the refund amount nor the status of payment. After more than 6 months the refund has not been granted. you are requested to look into the matter and urgently process it.

Subject - I filed a TDR with reason "Train Late More than 3 hours and passenger not travelled", my TDR was approved but i got only half amount as refund but in this case i was eligible for Full refund as it was railways fault, so please refund my rest amount to my account.
