Sub:- ICICI Bank Credit Card Department has debited my salary account without informing me

I have a ICICI Credit card (Card No. 5176537153800014) which was issued in october 2007. I was using that card and make purchasing of approx 46000.00 Rs. The card was issued from noida and I was working in Ghaziabad at that time. In August 2008 I have shifted to Gandhinagar Gujarat for doing Ph.D., I am getting only 12000.00 Rs per month as Scholarship. I am having a salary account in ICICI bank Gandhinagar Sector16. Since July 2008 I was paying the minimum amount due in my cedit card but from last three months I was unable to pay that amount so I requested the Credit card department for settelement of the dues but they did not respond. They have blocked my salary account last month and debited my account by 4000.00 Rs without informing me, moreover when my salary credited in my account they also debited whole salary 12000.00 from my account which is Illegal. I am mentally harrased by the ICICI credit card department. When I talked to Credit card department in Ahmedabad they asked me to talk with the collection manager in Noida branch, Mr. Varun Singhal. He is not taking the responsibility for the debit made in my salary account. My salary account is still on hold by ICICI and I am facing a lot of problem due to it. My salary account no is 016501522602 is in Gandhinagar sector 16 Branch. The manager in ICICI bank Gandhinagar, sector16 branch is also not taking the responsibility of debit made in my salary account. Please take the neccessary action against ICICI.
