I would suggest making a phone call to ebay customer service and talking to them patiently. That should solve it.

Subject: REFUNDED NOT RECEIVED IN MY ACCOUNT EVEN AFTER 21 DAYS
This is in reference to my paisa pay ID: 27382713865 through which I made a
purchase of NOKIA 5530 handset and the same was not received by me, hence a
refund was processed and was approved by EBAY as per following details:-
You initiated this refund on 08-Sep-10 since you did not receive the item
before the delivery deadline of 07-Sep-10. Track your PaisaPay activity You
should be able to view the refunded amount of Rs. 10,000.00 in your credit
card statement / bank account within 3 working days.
But the refund has so far not been received, I was given a transfer
reference number along with the authorisation code from the helpline number
but my bank is not able to track down the payment . on contacting Ebay i was told to give a authorisation letter in banks letter head that the transection is not traced and credite to my account. The same was forward to Ebay at "paisapaydocs@ebay.com " on 08th October 2010 but still more than 02 weeks have been passed No refund is received.
Every time on contacting ebay through customercare i am told to wait for another 24-48 hours they are just passing time like this. They dont even bother to email or phone call regarding my complaint. The complaint lodged with EBAY is 00428130 , and even the complaint was lodged after one month.
Can you help me in this regard to have my refund of Rs 10,000 back.???
