Sir,

I am a retired naval officer and a member and resident of a Housing Society, set up after construction of flats by Air Force Naval Housing Board for the past six years or so.

Until about two years ago, I used to get notices for the AGM's and GBMs when I stopped getting them. But I never received any balance sheet, budget proposals etc. for all this while. I was also not provided a copy of the Bye Laws of the Society.

I raised these issues during General Body Meeting held on 01 August 2010. The President informed me that

- The notice for meetings is only issued to the members of a body called the 'Advisory Committee' and not all members. Others have to make do with the copies of such notices, placed on the three Notice Boards that the Society has put up near the Gate of the Complex, in the Society Office building and in the Shopping Complex Area.

- Copies of Balance Sheets, Auditor's Report, Budget etc are also displayed, according to the Society president, in the same manner and members are to make efforts to keep themselves abreast of happenings.

-Even though the Society has a web page that is occasionally used to display information considered fit to share by the President and an email id that the Society uses to occasionally send information, the President does not take cognisance of the emails sent to the Society.

I may further bring out that in all the six years or so that I have been a member of the Society, no budget has ever been presented or approved by the General Body, no balance Sheet, either annual audited by an external auditor or internal quarterly audit presented to the general Body, no management committee formed in accordance with bye laws or any minutes of the meetings of the Management Committee put out in public domain.

My requests to the President to lay down the Quality of Service standards for various services that society is expected to render to us in lieu of the subscription paid by me have only been disregarded by him

May I request you to kindly let me know whether the Society is being run in the prescribed manner and if not, what are the options available to me under the consumer courts legislation to get proper service.
