The Indian government proposes to link some of the successful enterprises with the best of brains in research in an effort to boost commercialisation of innovation, a top official said Monday.

The effort would also correlate industry turnover with the ability of the country to create intellectual property rights (IPR), T. Ramasami, secretary department of science and technology, told reporters here.

To promote public private partnership, the department in collaboration with the Federation of Indian Chambers of Commerce and Industry (FICCI) will be hosting the second global meet on "India R&D 2006 - Mind to Market" in the capital Dec 4-6.

The meet will showcase India as a true research and development hub with stress on early commercialisation of the fruits of innovation, Ramasami said.

"We will look at the prospects of identifying the most successful enterprises in four or five select areas and connect them with successful minds for rapidly bringing innovations to commercial fruition."

Underlining to need to rejuvenate the university structure in India to facilitate research and innovations, Ramasami said the issue is uppermost in the mind of Prime Minister Manmohan Singh, who is convening a meeting with chief ministers to devise ways to spur university-led innovations on a large scale.

"The importance of commercialising research and development has to take place in Indian organisations from the conceptual stage to avoid time delays, cost overruns and reinventing the wheel," he said.

Recognising India's competitive advantage of a talented workforce and its expertise in certain sectors such as biotechnology and pharmaceuticals, several global organizations have already established links with Indian companies in pharma and many other sectors.

FICCI Secretary General Amit Mitra stressed the importance of inter-disciplinary collaboration with universities and between universities and laboratories.

The conference, he said, will go a long way in strengthening scientist-to-scientist collaboration.

A 'Compendium of Innovation Panaroma' will be released at the conference, which will act as a source book for those in the area of research and development activity, said Mitra.

Alongside the conference, FICCI and the department of science and technology are organising a technology market place, for business interaction and technology exchange.
