I had submitted the application for a new passport (minor) for my daughter on 21.10.2011 in the following office

I was told that I will receive my passport within 1 month. But til now I have not received the same.
When I am trying to check the status it shows the following message
"File Reference Number (CAL-I196742-11) is either wrong or Information NOT available" .What shall I do as I urgently need my daughter's passport?
Do I need to reapply for the same?Is reapplication valid as already I have applied once.Please suggest I am stuck a big confusion.
