I applied for passport from Faridabad at New Delhi RPO, on 22 Jun 2010.
After 18 months delays and submission of copy of old cancelled passport, I was given the confirmation on site as follows:

Passport was promised for delivery by post on 31-05-2011. But It is not ready. Please meet concern Public Relation Officer.

I have sent the mail to the RPO, Delhi and met him twice in person in June 2011, and was assured both times that the passport will reach by post soon. But I haven't received anything yet. I even sent three emails to the grievance cell of RPO Delhi which promptly forwarded it for action, but still, no action has been taken yet.

Please guide me as to what course of action I may take. I have to go abroad in first week of February and passport number shall be required for Visa application as well.
