Angry Customer Harrasment by Bharat Gas Distributor

Distributor of Bharat Gas (BPCL) in Kailash Colony Bhilai M/s Ravi Gas Agency denied giving me connection because I refused to purchase stove from him. Moreover he had asked Rs 6500 for double connection. The first day on 15th April, he had a special cooked up story, i.e. on 16th (the election day) he would send his mechanic to verify that my stove was ok. The report was given that I have connection of Bharat Gas. Even after telling that connection is of the company I am working with and once I get my personal connection, they would remove it, he refused to give a connection. Basically he wanted to push his stove sale on me. And finally on the 3rd day after harassment he rudely said that he is not going to give me connection come what may and I can do whatever I like.

Then finally I got a double connection for Rs 6000/- from another Bharat Gas distributor M/s Pragati Gas Agency, Supela, Bhilai. The receipt issued to me was of Rs of 2500/- only.

Why proper receipts are not being issued and how a distributor is harassing customers just for selling stoves.

    The Manager – Customer Services
    Bharat Gas Limited
    Dr. Salim Alli Road, Ernakulam,
    Kerala - 682031

    Dear Sir,

Sub : Non delivery of LPG Cylinder on time.

    Ref : My Customer No. : 18918, SV No. : 602236526 dtd. 21st August, 2000

Apropos my above said consumer no, I would like to point out the anomalies happening to the delivery of gas cylinders at my place.

I am a customer of yours since August 2000 and opted for two cylinders from the date of becoming your customer. Once I finished two cylinders, I applied for refilling the cylinders. However, after the first time, they never delivered me a second cylinder, refilled, stating the reason of shortage of gas cylinders. I have taken this connection from Kirti Gas Agencies, Padinjarekkara Chambers, K. K. Road, Kottayam – 686 002 ( Sap Code : 115421 ) in the year 2000. During that time, I was staying at Azad Lane, Tirunakkara P. O., Kottayam and since then I had to sent a person to collect my cylinders from their godown. In fact, they never ever delivered me a single cylinder at my home, even after staying in the stipulated distance territory of 5 Kms.

Now, I have shifted my residence from Tirunakkara to Kochuparambil House, Muttom, Mariapply P.O., and Kottayam since 2006 and I had continued to receive cylinders from the same agency, as they were sole suppliers to this area also. Now, we are getting cylinders on a particular date at our place, irrespective of our booking date. The agency vehicle will come and locate at a certain place. The customers will have to go over there with the empty cylinder and get a new refilled cylinder and had to carry back the same to our home. My changed home location is also coming under the stipulated distance territory specified by your company, i.e. within 5 Kms. However, the gas agency people refused to supply the cylinders to my home. Now, every time, I had to go to the area specified by the gas agency and fetch the refilled cylinder from there and had to take the same by an auto rickshaw to my home even after the location of my new home is near a big road where Lorries also can come.

Last time, I had booked my cylinder on 14th August, 2009 and I got the cylinder on 19th August, 2009. This time, my gas cylinder got emptied on 13th September, 2009 and I had booked for a new refill on 15th September, 2009. They informed me that they will be delivering the cylinder on 18th September, 2009. Since then I am waiting like a hornbill to receive my cylinder. They changed the delivery date several times, when I enquired about the same on telephone. Till date they haven’t supplied the cylinder.

Also, I never ever received any receipt for the supply of cylinder from 2000, since I became Bharat gas customer. After I came to know that they were supposed to give us a receipt at the time of delivery, I enquired about the same. He always informs me that the office staff didn’t give him the receipt; hence cannot give it to me. Also he claims that he will provide the receipt next time. Till date, I haven’t got a single receipt since 2000. Also they charge me Rs. 360 instead of Rs.327.60. i.e. They are charging me Rs. 32 extra !!!!!!!!!!!!!!!!!!!! When I asked about these difference in actual charges, they claim that this amount is for delivering the cylinder at my home!!!!!!!!!!!!!!! They never delivered a cylinder at my home without any persuasion from me.

I am staying with my wife, a small kid and with my aged mother who is 75 years old. My wife was pregnant and I am working with KSRTC and having an erratic schedule of work. As per the supplier, Kirti Gas, they will come for delivery of cylinders at a particular place and time as per their convenience, without any intimation to us. We have to go and pay the amount near their vehicle. Upon payment, they may deliver the cylinder, if we strongly insist, that too up to our courtyard. Here also we have to be alert or wait for the vehicle to come since they are not coming on a fixed date. We will know about the arrival of their vehicle only if our neighbors inform us about the same since our home is 4 houses away from the main road.

After I leave for my job, my pregnant wife, who is under medication and rest and my elderly mother, will only be at home. However, if they miss to receive the information about the arrival of the supplier’s vehicle, we will not receive the gas cylinder for next one month!!!!!!!!!!!!!!!!!!!! In the month of August 2009, the delivery boy delivered the cylinder till our courtyard, when we requested to deliver the same at home. I was away for my work schedule and since our other gas cylinder was empty, my pregnant wife and my elderly mother had to carry the cylinder to the kitchen to connect the same. Naturally, due to all this, she had a miss carriage and I lost my child in his eighth month.

Considering all the above circumstances, I have following queries:

What are the exact procedures for getting a cylinder refilled from Bharat gas and what are the delivery boys’ responsibilities? Even if you have a big website, why Supplier Responsibilities / Consumer rights are not given clearly on your website?

Why your online booking facility is not available with all the cities in Kerala? I tried to register online, but alas, our city is not shown in your dropdown of Cities list? Ironically, the cities shown in this list also, is not showing distributor’s name???!!!!!!!! ( for E.g. Edavanna, Chevoor, Chelari etc. )

As a customer of your gas services am I not having the freedom to lead a life with dignity, unfettered by domination and discrimination? I have opted for two cylinders from the beginning. Why my second cylinder is not been given refilled on time. If that was the case, we would never face a problem of not having gas cylinder. Now the gas agency is asking me to book my cylinder only after 21 days from the date of supply. Then if I apply for a cylinder after 21 days, they will deliver me a refilled one only after 10 – 20 days. Thus I am getting a cylinder within 30 – 35 days, every time. Since I am having two cylinders, why the company is not filling my second cylinder so that my family won’t suffer with gas shortage.
I wonder, how the supplier’s staff expects aged or pregnant or disabled ladies to carry a 16 kgs gas cylinder to their home??? As per my knowledge and rule, the delivery boys will have to deliver the cylinder at our home !!!!!!!!!!

I have suffered very much due to misbehavior of the gas supplier. I have lost my child due to this. I would like to know who will take responsibility for this misbehavior of yours delivery boys???? Also I would like to know why the receipt is not given at the time of delivery???

I hope you will take appropriate and immediate action to correct the above said anomalies, so that another family won’t suffer such losses.

    Awaiting your reply,

    Thanks and Regards

Default Harrasment from Bharat gas distributor named Alolika,Kona,Howrah,West Bengal

I Susmita Ghosh a consumer of Bharat Gas (domestic purpose).Consumer no.A23927 have double cylinder facility.
sorry to say from beginning i never get cylinder at proper time..they even not pick the phone no.033-26511706/7107.
sometimes i personally visit Alolika office just to book a cylinder..everytime i face bitterful experience.
I share my experience with other consumers also but sorry to say they are also in same situation...so far i understand by discussion with others, alolika is more interested to provide cylinders to those customers who are purchasing at higher price instead of geniun customers.
I request Bharat gas people to communicate with others like as me..i think you will get same grievance.
Request to take immediate action as it affects Bharat gas's reputation simultaneously consumers get relief from such type of harrasment.

i booked my last cylinder 24.08.2011..i receive cylinder 0n 20.10.2011...pathetic experience.

    Regards
    Susmita Ghosh
