MSEB bill for Jan-09 is incorrect for me.

MSEB follows the practice of taking photos of the meter reading for billing purpose and they will print this photo on the bills given to the customers.

For Sept-08 I got the correct bill with photo printed on it. That time my current meter reading was 5306.
After that for the month of nov and dec I was not available when they came to take the photo of the meter for billing.
So no reading was there for those months.
Ideally the electricity bill for those months should have been zero. But it was around 500-700 Rs for both the months and I paid those bills.

After that in Jan-09 they took the photo of the meter and that time my current meter reading was 5794. And they send me the bill for 488 units( 5794-5306)
I went to MSEB office and told them that last 2 bills were not zero I have paid those bills. So they should subtract the amount of last 2 bills from the bill.

But they are not agree and they are saying its correct.

Please suggest me what should I do.
