Cheating By Samsung Dealer M/s Vijay Sales Corp Bandra Kindly Let me know if I can file a case in Consumer Court.I how do I proceed.

Sub: Cheating and Over Charging by Your Dealer M/s Vijay Sales Corp.
Dear Sir,
I purchased a Samsung Split Unit AC, model AS243TTB, from your dealer M/S Vijay Sales Corporation, 3, Zarina CHS, opp Masjid, S.V. Road, Bandra (W), Mumbai 400050, Tel No: 26422119, on the 3rd May 2010.
Vijay Sales Corp. had sent Mr. Asif and Mr. Subur (Mobile No. 9930683308), for the installation. I explained to both these gentleman that I wanted the Outside unit to be fitted on the ledge outside my hall on the right hand side and the Blower unit, in the centre off my hall. Mr. Amir (Mob. No. 9819071956) is the In-charge.
Both Mr. Asif and Mr. Subur insisted that the Copper tube and the drain tube could not be taken from the right side of the blower unit (as seen from my hall facing the Blower Unit - the shortest and most convenient side). I told them that this would incur a longer length of Copper and drain pipe, and that all AC’s were manufactured to be fitted from the most convenient side. But they insisted that this Samsung AC’s could only be fitted with the copper pipe on the left hand side. They have Cheated me and told me lies and charged me an additional sum of Rs. 4,741/=, for Installation and additional Copper and Drain Pipes. They have not fitted a single clamp to support the Copper Pipes and not fitted the Outside Unit on the correct stand. No Garmmits have been fitted to absorb shock and vibration. All this was pointed out by your Engineer who visited on the 7th May 2010.The attached Photographs will give you a better idea.
As M/s Vijay Sales Corporation is your Dealer, kindly look into this matter and see that M/S Vijay Sales Corporation Re-install my AC in the correct way and they refund the excess amount they have charged me for additional Copper and Drain pipes etc.
