DEAR SIR

I am a student of MSc(phy), i went to the sadar hospital muzaffarpur for issuing a medical report attested by a civil surgeon ,but i found that there were nothing going on in a proper manner and the assistant of civil surgeon's department ask me for Rs 200 for issuing a medical certificate but i refused to pay him.I hope you tell me, what i do for removing it.please reply soon.
