Dear Sir,

I am deeply ashamed and depressed to see the attitude of the employees at the RTO, Sheikh Sarai. I went there today to get my International Driving Permit issued. First of all, I was so shocked to see the number of dealers in the area. I decided that it would be easier task and I will get it done myself. After getting my attestation and medical certificate done, I went to pay the fees. The person verified my documents and accepted the fees. The cashier's name is OMPRAKASH. After that, I went through the process of Photo and Signature and Thumb Impression. The person also attested my documents and directed me to some Head who was sitting on the second floor. His name is Mr. Dharampal (Heard from people addressing him). Mr. Dharampal told me that since my passport had a Resident Permit issued so I could not be issued an IDP. Actually the thing is I have a student visa valid till 19/11/2011 and since there was some mistake with the expiry of this visa, the UK embassy issued me an extension till 19/01/2012. This extension was engraved with another visa stamp on my passport with the heading " Residence Permit" . Now Mr. Dharampal thinks/presumes that residence permit is for those who are settling in the UK. He also said to his colleague Omprakash that Gurpreet Singh Sethi is going to get married in UK and so he is not supposed to get an IDP. First of all, I would request you to imbibe our representative with some knowledge that any Visa issued by UK inside the UK carries a heading Residence Permit. Secondly, he told me that I should go to Omprakash to get my fees refunded and also told Omprakash about his mistake of not checking my documents clearily when taking the fees. When I went to Omprakash, he said that the computer cannot cancel my application and so no refund would be given and asked me to go back to Mr Dharampal. Mr. Dharampal now acted a little arrogant and asked me to go to some other cashier. Consider my situation travelling up and down 2 floors every 5 mins for atleast 7-8 times. The other cashier also abused me , said that people like me eat their brains out and also told me not to teach him the process. He then tried to change the conversation by saying that I had come with a dealer. When I refused and pointed out that he himself is processing the applications from dealers faster, he became angry and abused me a lot in front of the public. I want to know Sir why a normal man like me has to face so much insult even if the fault is not ours but the employee's sitting there abusing us. Moreover, I also saw the same employees treating the foreign applicants especially females so nicely and politely. Sir, I agree respecting foreigners is must but dont't you think respecting INDIANS is foremost for us ? On the same regards, I would like you to please get me an apology from the RTO Office, Delhi and ask them to refund my Rs.500/-. It is incidents like these that make us i.e. Students studying abroad , not desiring to come back to settle in india. The reason is that our country is not ready till date to run whilst respecting each and every individual. Government employees consider themselves to be the Owners of their departments. I request you to take some action. I still have the receipts and the filled in documents with me for proof. On one receipt, Mr Dharampal has written himself " Residence Permit" with red ink.
