Thank you for posting your experience with BSNL phones, this is suggestive remedy in your case.
As per law, if consumer has not defaulted in bill payments, BSNL's Divisional Enegineer is legally and morally responsible to maintain phones in working conditions. In case there is fault in installations or otherwise he is responsible to repair and rectify the said fault within reasonable despatch.
As your phone is not working, please register a telephonic complaint on complaint booking number and insist for fault / complaint docket number, which is at times not disclosed at directives of CMD of BSNL who is absolutely corrupt.
You may later inquire about action taken on your docket number and even after that your complaint is not rectified then you are suggested to write the complaint on piece of paper in duplicate and hand it over the same to Divisional Engineer in person. Here too you ask for his seal and signature / phone numbers / name, which they may refuse at the directives of CMD BSNL who is absolutely corrupt. If acknowledgement is not given on written complaint then you may despatch the same by speed post.
Other remedies available are.
• File a complaint with Area Manager concerned of your Area.
• File a complaint with Principal General Manager / General Manager of your area.
• File a complaint with Chief General Manager of your state.
• File a complaint with CMD of BSNL ......................Hope they read you.
Another remedy available is drag BSNL to consumer court if you are not satisfied with approach of BSNL. In case your phone remains non-working / dead due to BSNL's *credibility* you can ask for rebate in rental for the dead period and other applicable compensation.
In case you have been asked bribe or you have paid any bribe while installation to linemen / JTO / TTO / SDE / DE / AM / GM / PGM / CGM or CMD of BSNL or you have any information of bribery in this Bribe Sanchar Nigam Limited you have following options available.
• File a complaint with CBI i.e. Central Bureau of Investigation / Anti Corruption Branch or write to CVC, i.e Chief Vigilance Commissioner. Alternatively
• You can write to Ministry of Public Greivances, Home Ministry, Govt of India at New Delhi about *efficiency* of BSNL.
• You can also try wasting your precious time by meeting stenographer vigilance officers of BSNL or writing to Vigilance department at New Delhi .....which will never respond and India will be rated as third most corrupt nation by organisation like TI..Thanks to BSNL contribution and *unstopped* salary of CMD of BSNL.
