Sir/Ma'am

I'm an employee of Punjab State Education department. I was appointed on cantractual basis in Oct. 2008 at a marginal salary with a hope that after a couple of years my services will be regularised as the govt. had assured us so. The same thing happened. In Oct 2010 the Pb. Govt. released a notification regularising our services w.e.f. 1/4/2011. My joy knew no bounds. But in these 6 months our department didn't do anything to complete this process.
Now, after 2 & a half months many of us have got regular appointment letters but some like me haven't. Actually our all certificates, testimonials(in original) were submitted in District Education Offices since 2008 and it was their responsibility to get them verified. My Regulars orders have not been issued on the pretext that My Experience Certificate has not been verified yet.
It is not my fault. The soul responsibility of the concerned office. Now, i'm undergoing a great mental stress. For the last ten days I have been visiting DEO office but the clerks are not doing anything else other than harassing me. Now, to get my right & to bring those clerks who are responsible for all this, I want to file a case in Honourable Punjab & Haryana High Court. i won't let them escape so easily. Such govt. officials need to be taught a lesson.
So, please guide me, what shall I do in this regard.
