For updating my qualification in employment exchange, registration number needs 8 digit serial number given by exchange. But i have only 4 digit number. I tried it with several possibilities. But not working. please help me

Regarding Employment exchange registration Dear Sir,
I went employment office on 13.10.2010 for register my post graduate degree. They gave me 5 digit serial number for me and said, take registration printout online five days later. I am tried today, It is not working. It says userid and password is incorrect. The employment officer people will never response the people who ask question. they will say, Take registration printout online. All the peoples have the same problem. They did not teach/guide the people and also they didn't provide any details about the website. I searched in the internet and found the website details. Please help me how to get my registration number?.
