I and my wife were travelling in Saurastra Janta Express (Train Number 9017) from Mumbai (Borivali) to Surat on 5th June 2010. I had a reservation in S7 (Berth Number 44 & 48). Two of the passengers on seat number 42 & 43 were absent and were not travelling. We observed that the TTE of S7 coach (Mr. Amit Kumar) took a note of this and then allotted the seats to passengers travelling without reservations. On enquiry with those passengers, they said that everything is possible in India (if you pay money / bribe). There were many other passengers in the coach who were travelling on RAC but these berths (42 & 43) were not allotted to the RAC passengers.
We found something fishy and when TTE came by, I enquired the procedure and the reason why these berths were not allotted to the RAC passengers. Normally, if any passenger travels in a reservation coach with non-reserved ticket, he has to pay a penalty for this. But these passengers (to whom the seats were allocated) did not have any penalty slip also.
Instead, the TTE (Mr. Amit Kumar) started abusing me and started acting un-professionally. Later, he then called another TTE (Mr. Sailesh) from adjacent coach and both started threatening me to take me to police and lodging a complaint under "interference with railway authorities".
It was only after when other neighboring passengers warned TTEs against their abusive language, they (TTEs) prepared a penalty slip for the passengers travelling on berth 42 & 43. Hence, it was evident that TTEs did not issue penalty slip immediately to those travelling on a reserved coach without reservation. Instead, the penalty slip was issued to those passengers after these TTEs found that other passengers may complain against them to Railway Authorities.
By this way, because of the alertness of passengers, the two TTEs were prevented from taking a bribe against allocating a seat in the reserved coach.
Similar corruption cases are very common in Indian Railways and Government of India should take strong steps to stop this corruption.
I request the Anti Corruption Department to have a watch on these TTEs.
