Dear Sir,

Through your esteemed group I would like to highlight sorry status
of grievance handling machinery at CCIT Bhopal. Although income tax
department claims that each officer is grievance officer, situation
at CCIT Bhopal seems to be contrary to claim of Ministry of Finance.

I have filed grievance petition with CCIT Bhopal and reference
number allotted by CCIT office is CCIT/MP/RGC/NO/2004-2005/2932
dated 17th November 2005. Normally grievance petitions are disposed
within 30 days time.

Since November 2005 to date I have sent reminders, follow up
telephone calls but all my genuine efforts are down to drains.
Matter was reminded to CCIT Mr. A K Luthra himself but CCIT is also
unresponsive. In the present situation I am left with no alternative
to file appeal with Chairman Central Board of Direct Taxes at New
Delhi and / or file an application under RTI Act. In both the cases
official responsible for delay needs to be appraised such inordinate
delay.

Although it is a matter of getting refund of approximately rupees
2200/-, it is necessary to demonstrate CCIT office & CCIT that they
lack simple, moral, responsive, accountable and transparent
grievance handling mechanism.

Through your forum I appeal to senior officials of CCIT BHOPAL to
review the grievance handling mechanism in the interest of honest
taxpayers.
