Send a written notice via registered post to the GM of IRCTC before filing case in consumer forum.

I booked an eticket on irctc.co.in in Oct-2008. When I reached station I got to know train is indefinitely delayed(which was later 13 hrs). So I did not travel in that train, I tried to cancel that ticket online, but irctc website did not allow it saying chart has been prepared. So I contacted irctc customer care and they told I had to file TDR for getting money refunded and I did the same. TDR'r status is admin approved, but I have not got my money refunded while 15 months have passed. Whenever I contact IRCTC regarding it, they say they have sent Indian Railways multiple reminders, and they will send fresh one also. I am planning to sue Indian Railways regarding it. Please guide me.
