Fraud happen offline or online ?

I was shocked to find two transactions on my credit card statement in Oct 2010, and I immediately reported the same to bank, they assured they would do something, but as of today nothing happened & the recovery officers are asking me to pay the amount. I have written several letters to the bank regarding this but all in vain.
