We have gone through your complaint and suggest you to send a written notice to the CMD of the Parent bank and ask them for the refund with interest + damages within the mentioned time of 15-20 days, else you will knock the consumer forum.

ATM not working properly -- Facility has been provided to saving bank account holder, such services have been provided for consideration, hence the saving bank account holder is a consumer, complaint maintainability account holder.
