I dont know whether this is the right thread to post my queries!!!I apologize if I was wrong.Let me come back to the problem which I/Public were facing.

I know one person who is residing near my apartment, he is working in a government collector office as peon in chennai. That person is sucking the poor's blood with lumpsum money.....One of my friend went to apply for the change of his original name from 'Xy' to 'XYZ', but he couldn't do it properly and it took more time than expected.

This person(Peon) approached him, got the details about my friend and asked to meet him on the next morning in his home (NOT AT OFFICE).My friend went to his home and he (peon) promised him that all the work will be done if you give me 15,000 rupees,if not the change request form will remain in the same desk for next 6 months(SURPRISINGLY MY FRIEND SAW ANOTHER TWO POOR PEOPLE WAITING BEFORE HIM FOR DIFFERENT REASON.HE IS DOING ALL HIS TRANSACTION VERY SAFELY AT HOME)

I have decided to teach him a lesson,so please help me on where to complaint,how to complaint and whom to complaint.If possible give me the phone number of the concerned person.
