Default water works case of exorbitant water bill

1.,A complaint was filed in consumer court on 24\10\2000, No CD 22/2000:
challenging the demand bill of water works Department for Rs.6039/-.
Honorable court gave justice by impugning the bill and directed the
respondent to install a new meter. The honorable court also directed the
respondent to take the readings for 6 months and apply the average of the
    readings for the disputed period.

** At the end of 6 months ie in september 2001.a consolidated bill of Rs.
44337/- Forty Four Thousand Three Hundred & Thirty Seven was served

2..(-it showed a water consumption of two lakh fifty thousand gallons per
month . this is too unrealistic considering a two bed room house and with
two inmates even 200 bed hospitals do not consume so much water)

3.Neither the Readings/nor the bills were not issued to me during this 6
months period .had tey given the bill or reading after first month i could
    have taken remedial measure

4.as soon as i got the exorbitant bill i approached the waterworks and
replaced this 2nd meter also , after this the water consumption is only
21000 litres per month for one year .The water was disconnected end of 2002
since i could not pay such huge bill

5.Now during the year 2007 amount payable is more than Rs.
85,000/-including interest thereby the I never got any relief which the
honorable court intended to give through the above order No CD 22/2000 .

6i filed an execution petition saying that i was not given the bill nor
reading shown but court dismissed it on 30/8/2007 saying that the
department has followed court order and that bill or reading need not be
given to client as per court order .however judge then asked me to seek
remedy considering the exorbitant bill he also expressed that the bill is
    exorbitant

    7. what do i do now ? what are the alternatives available to me ?

    any help

I live in Dadar, Mumbai. Ours is a Chawl (Dholak Wala Chawl), and there are like about 400 row houses. I have seen water pipelines given to every house (outside the door of every house ofcourse, to show that its public. But if its public then why it should be placed at EVERY door?). The water flow is very good and its 24x7. And the most important thing is NO ONE IS PAYING A PENNY for it. As there are no charges for this water, people here are wasting water day and night (as its 24x7). I dont understand how the government (or whoever is incharge of this) is allowing such a thing to happen. Why cant you give the taps with a Meter on it where every one can pay for the usage of water, cause this way people will use the water with care. Please do the needful just to save the planet, and to help to stop wastage of water. Thanking you. (A resident of this same Chawl)
