First of all, I apologies for intrude upon your valuable time.
I regret to inform you that on 6th April, 2010 I approached to The Chairman, Halisahar Municipality, Halisahar, West Bengal for attestation of my Provide Fund Form on behalf of my ex-employer, since my ex-employer is not ready to submit my claim form for a long period with the Provident Fund authority. I have already taken up the matter with the higher officials of Provident Fund Authority and Cabinet Secretariat, Public Grievance Cell, New Delhi.
As per their instruction, I submitted my claim form duly attested by a Gazetted Officer and received my legitimate part payment from the Provident Fund Authority. Now, I approached for “Full & Final Settlement” along with Pension Fund to the Provident Fund Authority and again they advised me to get the form attested by the Authorised Officials. The Chairman of local municipality is one of the Authorised official to sign on behalf of the ex-employer, which is clearly mentioned in the form (page no. 2 & point No. 12).
On approaching to the Chairman, Halisahar Municipality, Shri Dinabandhu Paul, refused to hear my case patiently and declined to sign my claim form. I tried to convince him by showing the rules, where it was clearly mentioned that The Chairman of local municipality is the authorized person to sign the form. But, it is a matter of grave concern that Shri Dinabandhu Paul again refused to see the rules and available documents and screamed badly in front of all the of Municipal Board by saying “this is not my responsibility and I am not bound to obey the rules” also he has not behaved properly, which is very very unfortunate.
Sir, such negative attitude of a person like the Chairman of a Municipality, who is heading an institution, is not at all acceptable and if such responsible & dignified person like The Chairman of a Municipality is not willing to obey the rules, then who else is abide by ??
If such distinguished person, who is sitting on the Chair for resolving our various problems, refuse to at least patiently hear our problems, then whom should we approach for redressal ??
This is not at all an insignificant issue, as The Chairman of Halisahar Municipality has already sent a negative signal to the society by refusing to hear the case.
If he can abuse and become violent towards an educated & responsible person of the society, then I am afraid, what would be his attitude to an uneducated / very common citizen ??
Is the responsibility of the Chairman of Halisahar Municipality is restricted only to perform for his party members only ?? Is a common citizen will not get any justice / service whatsoever from him ??
Sir, I am expecting few lines from your office and looking forward very eagerly to witness the action you are going to take in this issue. If this issue is remain unattended at your end, then I believe there is no other forum left in this State of West Bengal to hear any problem of a common man.
