Lost my Nokia E 71 phone:

I lost my E71 on 14th March 2010.
I have everything that I need to, i.e. IMEI No., purchase receipt.

I did register a complaint to the police. I was assured that they will put the phone on surveilence.
I am doing a follow up with them regularly. I can see the person is getting annoyed but I politely keep asking whenever he asks me to.
Till today, he is giving lame excuses.

Just need to know 2 things:

1. If they cant use IMEI no. to solve phone thefts, why so much hullabuulo on IMEI no.s?
(for national security? Commmmon,,!! they only react after things have happened. Thieves are a most confident lot, very sure of never to be caught)

2. Why not charge the Service Provider as partners in theft? (I know service providers (mine is Airtel) comes to know of IMEI No. the moment you put sim card in a phone. That means they are aware of a stolen phone, the moment a thief starts to use it. If they still not report it to cops aren't they accomplice to this crime?)

If only money can move them, why not Service Providers start a service on this & charge 10% of mobile cost as service charge from the victims?
At least this will not remain as "a problem with NO-SOLUTION GUARANTEE" !!
