    Default Airtel not returning Security Deposit

    I had activated international roaming, paying Rs 5000 as advance, for my mobile no 99 454 28021,in the first week of October, from the Airtel corporate office, Bannerghatta road, Bangalore.
    I travelled overseas, and the roaming was not active untill day 3 day of my travel. Saddened by the service, I came back and requested for the roaming cancelaltion as well as a refund of the deposit money during the first week of November, at the customer care center in Indira Nagar. I was promised that this will happen in a week's time. Since I didnt get the refund within the promised time, when I called up the customer care, I was told that I had just requested for the IR cancellation, not for the refund.
    To make a long story short, dozens of calls later, I was promised a refund by January 2nd. I called up on January 2nd, and I was told that the refund cheque has been couriered on December 26th.

    Since I didn't get the refund yet, I called up the customer care, then they mentioned that the refund wil happen by Jan end. A week later, I called up asking for the update, the date was changed to February 14th. I in the meanwhile had stopped payment of the bill, as airtel owed me money and I didnt want to end up losing more money.
    I got an SMS asking to pay the outstanding (though in reality they owed me money). So I called up the customer care, and I was given a new date of March 14th for the refund.

    Is this the way you treat the customers? If a customer owes you money, you start charging late payment fees and what not. When you owe a consumer money, where are these rules?

    Can some one please help me, how can I complain to the consumer court on the same? Please advice.
