    Default Hutch post paid connection

I am sharing an experience for hutch postpaid connection & request to you advise me.
I have activate a post paid connection of Hutch which was started from April 2005, In 25th july hutch is stop my outgoing facility without any information to me. When I complaint to customer care they replied that my credit limit is exceed. I asked him regarding the credit limit then they inform me that my limit is Rs. 500/- which was decided by their credit department which was exceed & due to this my outgoing facility is withdrawn. I have surprised to know the above things; I told him that it is not the credit card where the credit limit is sanction by your team members & I am using a post paid connection instead of prepaid connection & when I request to talk with there supervisor he told me that they are open the outgoing facility, and after some time it was open.
On 26th July once again I call to customer care I talk to Mr. Vishal, and ask the same matter & request him to talk with there supervisor for the above matter, he assure me that he will inform to there supervisor & they will contact me within 1 hour, but no call received by me.
Today once again they have disconnected my outgoing facility, when I contact to Mr. Pradeep Singh, Customer care officer he told me that I have to deposit the part payment, for reconnect my outgoing facility, once again I request to contact with there supervisor but he refuse & says that he is the rite person & not transfer the line to there supervisor.
Once again I call to customer care & talked to Mr. Anubhav, through him I talk to there Supervisor Mr. Himanshu, Mr. Himanshu says me that it is the company policy which was not discussed with the customer also refuse to reconnect the outgoing facility and suggest me that I have to deposit the part payment.
I have a post paid connection, without any information they seized my connection & withdraw the outgoing facility, if any company policy which was directly concern with the customer, then it should be inform to the customer. In this regard please suggest me what will I do, I will deposit the part payment and I have closed the connection or can I go to consumer court.
Your valuable advice is helpful for me,

I also had a similar experience my service provider. They blamed it on TRAI rules and informed me that everybody does this. This is to prevent people from availing a postpaid connection running a huge bill and then refusing to pay. With the legal system we have in India this does make business sense.
However what I am really upset is that everybody being clubbed into the same category of 'possible defaulters'. Till we have some system where credit history of individuals can be verified by others, there is very little that one can do.
