As you mentioned that you have registered your complaint with the customer care and even you talked to your area Nodal Officer and they are failed to solve the issue so I suggest you to send a written notice to the below mentioned address of your area nodal officer via registered post (Verbal communication are not sufficient), mention your complaint in detailed manned and ask them for the reason for over limit of your bill and call details which can prove that the bill is genuine.
