BSNL wake up to private competition and they artificially tried to inject medicine of better and faster customer service to its employees. Few were equipped with pagers. But due to constraint of employees BSNL Nagpur floated tenders to hire private telephone mechanics to repair recurring telephone faults. Such tenders were allotted in BSNL Nagpur after accepting huge bribe money and part of it was shared with Chief General Manager (CGM) of Maharashtra circle
as part of Bribe Revenue Sharing Agreement. Everything is official about it. Even CMD is corrupt in BSNL.
Such private mechanics started repairing cable fault, D.P. fault and other non-exchange faults under the supervision of Boss head BSNL employee. These private mechanics supplied by the contractors were aid handsome salary of Rs. 50 per day per mechanic for roaming in fault field on their own bicycle. No field allowance. Please note that few senior BSNL officials hired private taxis to travel to picnic spots under the auspices of official work. Corruption is picnic in BSNL.
Now it has come direct from the horse mouth that these mechanics were forced to sign on blank vouchers. Few say that contractor was getting Rs. 80/- per day per mechanic and he was the culprit who was underpaying the mechanics. These underpaid mechanics were supposed to
render customer service to BSNL subscribers. So where is the fault of BSNL? It is all between contractor and unemployed mechanics youths. BSNL is a holy cow!
Hold your breath. Here is the ring tone of corruption. At Nagpur few contractors supplied only 5 mechanics and got reimbursement from BSNL for 8-10 mechanics. Where the extra mechanics have gone? Who were they? How many fault they repaired? Whose faults they did repaired?
How much cable length was allotted to them? What was shown in so called computerized fault booking registers? Who monitored MIS reports on fault in PGM / CGM / CMD office of BSNL? Was Minister of Communication was aware of dead phones / faulty phones at any given moment of time, if at all he was serious about his job? Did BSNL managed to send mechanics whose identity / credentials were not available with BSNL? (It will be never available)
All these questions baffled the newly joined Junior Telecom Officer, JTO, of that exchange. As he was panic about his job, he dispatched the file to Area Manager concerned and file was locked under the drawer. This Area Manager is habitual to keep papers and files and later claims that they were lost. There are many other stories to credit of this particular Area Manager. Vigilance officer in BSNL Nagpur is junior to Area Manager and they don't have any say, perhaps they are corruption puppies in BSNL. So file was closed, corruption buried under the drawer and hope MoC finds duplicate keys.
What agencies say?
• It is difficult to get confession from contractors and difficult to quiz Area Manager.
• Private mechanics struggling for job in a hope that they will be absorbed some day were underpaid may change their statement bowing to family, society, bread-n-butter, and contractor's pressure. (Yes mechanics told me that contractor is Goonda type and can finish me, let us see, Contractor me kitna hai dum)• Nothing will come out of investigations.
Sure nothing will come out of investigations so better never investigate the complaints and play Hamlet in office. Image of agencies is of paramount importance, participation of head of agencies in corruption fighting global meet at exchequers cost if reat importance but investigating corruption is like playing Galli Cricket with kids. End result India ranked amongst the most corrupt nation. Any way prestige is also always perception.

If 5 - 10 bogus mechanics were shown hired for 3 months…then 10 X Rs. 80 X 60 days (Assuming 20 days work a month, Rs. 80 per day per mechanic and for 10 mechanics)
= Rs. 48000.00
To this add underpaid amount 5 X Rs. 30 X 60 (Assuming 5 mechanics, Rs. 30 underpaid amount and for 60 days per cycle of 3 months) = Rs. 9000.00
Grand Total = Rs. 57000.00
So Rs. 57000 was corruption quotient of that particular exchange in Nagpur where such things actually happened.
So now let us learn some simple mathematics:
Area Manager looks after 10-25 exchanges depending upon the geographical responsibility like Urban / Semi-Urban / Rural / Tribal. Supposing corruption repeated in 10 exchanges in Area Manager's jurisdiction then
Rs. 570000 X 10 = Rs. 5700000 (5.7L) On an average in one PGM (Principal General Manager) area there are 10 Area Managers so Rs. 570000 x 10 = 5700000 (Rs. 57L) & On an average in one CGM are there are approx. 4 PGM 57 L x 4 = 228L Wow! 228 L figure was beyond imagination of my calci at least. Yes Rural Indians do have calculators and they can do simple mathematics and are not required to travel to Harvard for the same. 228 L is the calculation for 3 months period in one CGM Area only. One can do simple calculations to find out annual bribe productivity and for CMD area.
With so much money involved, BSNL decision to outsource fault repairing is surely justified, in corruption India. No matter phone remains dead. This activity alone could be Rs. 200 Crore bribe market.
